Simply by being there, available for viewing, for debate and for participation, news channels effected changes in the way Indians operate in and interact with society. The creation of news channels itself signified two major changes in modern India : the rise of an aggressive new capitalist class that rode on the shoulders of a burgeoning post-reform economy and a simultaneous transformation in the Indian State as it adapted to the reform era. If private broadcasting is any indication, then the Nehruvian highway of development has not been replaced by a signposste auto-bahn of reform, but by a process of trial and error that has led to many overlapping systems of control and sometimes, very little control at all. Private news channels have grown in a legal black hole. There is still no overarching broadcasting law, for instance. That, of course, may change in the future, and the Ministry of Information and Broadcasting is currently drafting a new Broadcast Bill. Whatever the fate of that bill, one thing is certain : the rise of satellite television has ensured that the Ministry has ceased to be supreme tsar of the airwaves. More significantly, in a country where the State tightly controlled broadcasting for over five decades, news channels themselves have enlarged the scope for political identification and action. This has not always been rational or ‘positive’, but it is fundamentally different from the past when television was nothing more than a governmental tool. News channels have opened up avenues that previously did not exist and brought many more people into the public arena×××××××Measuring the political effect of television is, however, an inexact science. For now, it is enough to argue that news television inserted a new factor into the political and social matrix of India and thereby altered it.
