But, over the years, it has come to mean anything having to do with the limitation, reduction or abolition of such instrumentalities through the voluntary exercise of two or more States. On the other hand, Arms Control is used as a generic term to include any kind of cooperation which would curtail the arms race, reduce the probability of war or limit its scope and violence. It may include unilateral decisions of the States, informal understandings among them and formally negotiated and institutionalised agreements. It should be also noted that the basic objectives of Disarmament and Arms Control are identical : i.e. to prevent, limit or reduce the illegitimate use of force in international society. The use of force, at the same time, would be legitimate if employed under collective security provisions or by an international police force.
