Goals : Goals Overlying mission for all operations; The Northeast Colorado RETAC has a mission to provide a solid infrastructure to accomplish the listed goals. In addition this infrastructure shall provide for standardization and cost effective methods. The NCREAC shall encourage consistent representation from the member counties as described in the bylaws, maintain records, meet state deliverable schedules and provide for the day to day operations of the Northeast Colorado RETAC. Develop a traffic safety/injury prevention coalition for the Northeast Colorado RETAC to help streamline our efforts an offer more regional programs. : Develop a traffic safety/injury prevention coalition for the Northeast Colorado RETAC to help streamline our efforts an offer more regional programs. Currently we are working with the county representatives and RETAC members to develop this coalition. The six counties in Northeast Colorado (Yuma, Washington, Logan, Morgan, Sedgwick, and Phillips) have already formed a regional coalition focused on child passenger safety efforts. The NCRETAC will use them as a guide and example in developing a RETAC coalition. (PROGRESS: 20%)

Increase low-income access to child safety seats and education on how to use them by distributing 300 car seats throughout the Northeast Colorado RETAC. : Increase low-income access to child safety seats and education on how to use them by distributing 300 car seats throughout the Northeast Colorado RETAC. Weld, Morgan, Washington, Yuma, Phillips, Sedgwick, and Logan counties have not used CDOT funds to begin this task as they are depleting current inventory. We are working with Weld County to purchase high weight limit car seats as part of the grant. Educational materials have been purchased and placed in childcare centers in the far northeast Colorado. Fit station development in Northeast Colorado is underway. Technician candidates need to locate a class before fit station can become active. (PROGRESS: 10%)

Increase Child Passenger Safety efforts by providing training to 30 car seat technicians (recertification), 100 Registered Nurses, and 100 members of law enforcement. : Increase Child Passenger Safety efforts by providing training to 30 car seat technicians (recertification), 100 Registered Nurses, and 100 members of law enforcement. Discussion about the need for recertification and certification fees occurred. Union Colony Fire is revising their policies and more progress on this shall take place this spring/summer. 40 Registered nurses have been trained in Northeast Colorado with another training scheduled in August. The Northeast Health Department is scheduling law enforcement training for this summer. (PROGRESS: 30%)

Increase awareness and importance of seat belts among the teenage population by educating over 1,200 teens and their parents through various educational programs. : Increase awareness and importance of seat belts among the teenage population by educating over 1,200 teens and their parents through various educational programs. Weld County has educated 500 parents and teens through their “Teaching Your Teen to Drive” program. (PROGRESS: 42%) Individual Counties are working on specific tasks to help meet the objectives written above.

Weld County : Weld County Weld County reports an increase in seat belt use rate over 2008 data, based on CSP seat belt surveys. October’s seat belt use rate averaged 87% and November’s was 88%. The average for 2009 was an 85% compliance rate over 81% in 2008. Offering the PARTY Program in tandem with the Parents of Teen Drivers presentation to strengthen and reinforce the message. Additional presentations are being scheduled. Recruited help for the Tailgate the Safety Way program. Planning for August 28 event is underway. Partnership established with the AG Program at Greeley West High School in School District 6. Administrator is extremely supportive and it could help double the number of teens impacted in the future.

NE COUNTIES : NE COUNTIES Visited the OB Department at Sterling Regional Medical Center and delivered CPS brochures and local contact information for CPS referrals. During October and November, 39 families were contacted.   Utilized CDOT funding to purchase supplies to place media advertising in five retail stores in Washington and Yuma Counties where car seats are sold.   Buckle-Up for Love program was presented to the Wray and Yuma Head Start programs, reaching 57 children. Additional Buckle Up for Love programs scheduled for next quarter.

A lot of planning for training for summer including RN and Law Enforcement Training as well as Fit Station training and a CPS Refresher class   Had over 500 people in attendance at health fairs in Fort Morgan and Holyoke   Presentations to 30 staff members in February in child care settings, including Brush school bus drivers   Scheduled two car seat check-up events (April & May) in Wray & Julesburg   Attended a High School health fair in Yuma with approximately 125 in attendance.   Working on a “used car seat” ad for garage sale season. Approved by Heather Halpape at CDOT.

JACKSON COUNTY : JACKSON COUNTY Received Teaching Your Teen to Drive materials. Reviewing and determining how to best offer to target population. Will deliver program in spring. Identifying Sheriff’s office staff who might be interested in becoming CPS technicians so they can go to training and start a permanent fit station for Jackson County. At this time, they do not have staff available/interested. Working with Colorado State Patrol to identify a local supporter.

Revision of the contract with PVHS Foundation : Revision of the contract with PVHS Foundation The Northeast Colorado RETAC shall pay an amount not greater than $$$$$$ amount to be specified from the Colorado Department of Transportation grant funds identified above as invoiced only if approved by Colorado Department as allowed expenses and payable to the Northeast Colorado RETAC as the terms of trade are accomplished, payable to the Poudre Valley Health System Foundation. Summary : Summary CDOT grant, year one seems to be a “test” year for CDOT with an extension of x 3 more.. PVHS Foundation has proved a solid model for funding programs and it appears with the addition of a subcontractor devoted to the CDOT “Regional” grants that the program has great potential. Local Injury prevention programs funded by county.. Although fairly good activity in the first two cycles there has been little activity in the third cycle. Improvement needed in advertisement pushing local projects from the coordinator or the county representatives Improvement needed in application form for electronic storage and reporting. Improvement needed in recognizing the funding source “NCRETAC on local projects” this can be achieved through a reworking of the fund application. www.ncretac.org, the future? : www.ncretac.org, the future? In March 2010, the NCRETAC was asked by Weld County to vacate its space on the Weld County web servers. April 2010, a Request for Information was distributed by the Coordinator on Craig’s list 8 vendors responded to the request Last week of April 2010 a request for proposals was distributed to the 8 vendors along with a confidentiality agreement, to date only one vendor has submitted the confidentiality agreement The RFP is scheduled to close by the end of May 2010 with the council to decide the vendor in June 2010. RFP Scope of work : RFP Scope of work Objectives Move the www.ncretac.org web site to a commercial site that supports the current applications and data collection tools currently utilized by the Counties and EMTS providers in the Northeast Colorado RETAC Contract with a web designer experienced in data applications to include but not limited to Cold Fusion, My SQL, Dream Weaver etc.. Updates to current applications as identified throughout 2009-2010 which were unable to be implemented due to time constraints by current provider. Update the current web page format to streamline the Content Management System in our web pages. Develop processes for future web applications to store and maintain current information to provide a continuity of operations of the Northeast Colorado RETAC Investigate possibilities to expand the applications to include an online CME component development. Submitted plan with budget for Web Site : Submitted plan with budget for Web Site Information Systems Total Estimated Cost to move and update web site $9,400.00 This figure was submitted to the CDPHE at the April SEMTAC meeting as a portion of the application to qualify for an additional $20,000 in funds for 2010-2011 The funding was approved by SEMTAC and was approved by the Colorado Dept. of Public Health & Environment. The funds will be distributed in a one time allotment and will not be spread over 12 months. There will be quarterly reports required to the CDPHE with regard to the additional funding. 4.2 Continue to provide financial support to the ALS refresher : 4.2 Continue to provide financial support to the ALS refresher Attendance at the 2009 Northeast Colorado RETAC ALS / Paramedic Refresher class was at an all time high. The total number of students that participated in this years class was 139 students from over 20 different agencies. Some of the comments from the students included: "Thank you Paul, this was a very successful class! The flexibility of being able to watch the lectures (and to be able to make them up when I wasn't able to attend the real-time lecture) was phenomenal. I have two small children and fireman husband, so scheduling nighttime activities is usually a nightmare for me. This was painless, and actually--gasp--ENJOYABLE!!" "You ran a great class.    You presented the parts you taught in a way that made it easy but still maintained depth, plus the speakers you brought in were all good." "Wow, helped a lot of people!" "That's great".   It was a pleasure to be able to offer this class in a format that I believe not only was helpful to the students that participated, but also to the agencies that those students work for. Goal 6; To enhance all hazards planning and how it integrates into the ESF 8 for EMTS entities in the NCRETAC & Collaborate with the provider entities in providing liaison support to the Northeast All Hazards Steering Committee. Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems : Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems Objectives 5.1 Provide technical assistance to the EMTS providers in communications strategies. In December 2009, the Northeast Colorado RETAC along with 10 other RETAC’s submitted grant applications to the Hospital Preparedness program in for the project area Education and Training (preparedness) This grant provided up to $10,000 of funding in this area. 5 outreach courses were scheduled along with a “region wide” training on EM Systems, Communications, patient flow etc.. An action report is still being developed, but anecdotal information was very positive. More are scheduled for 2010-2011 NCRETAC Strat_Plan_May_2010

Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems cont. : Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems cont. 5.2 Promote the coordination of training on the DTR systems as well as the statewide computer based programs to include but not be limited to EM systems and HC Standard. This was also a component of the HPP grant, where family service “talk around” radios were utilized to simulate talk groups, push to talk, finding talk groups etc. The final training/exercise simulated patient flow and participating agencies were able to utilize talk groups and find gaps in existing communications strategies. Objectives for Component 11 Provide technical resources in the development of and planning for MCI exercises throughout the region. Provide technical resources to ESF 8 entities incorporating emergency operations plans. NCRETAC Strat_Plan_May_2010

Lyle Moore has sent information out that RETAC’s again will be eligible under the same project areas.. Education/Training. Option 1 by CDPHE distribute the funds to individual RETAC’s based on individual plans. Option 2 by CDPHE, utilize the services of the 11 RETACs for one “statewide” project under the same project area, Education/Training. Desires of the group here???? Supplemental Funding by CDPHE per RETAC. 8 courses x 550 per course, which will include estimated mileage for the contractor, supplies and travel expenses, Develop and deliver across the NCRETAC small group skills training sessions. These skills training sessions would ideally be held over 1 day and include (8) hours of hands on instruction $4,400 NCRETAC Strat_Plan_May_2010

Component 12 - Public Education : Component 12 - Public Education Goal 7; The Northeast Colorado RETAC shall develop and strengthen the lines of communication between Provider Agencies, Hospital Facilities, State of Colorado EMTS, State Emergency Medical/Trauma Advisory Council, Medical Direction, Boards of County Commissioners and other elected officials. Component 6 - Education Systems : Component 6 - Education Systems Goal 4; The Northeast Colorado Regional EMS/Trauma Advisory Council shall assist funding EMTS provider agencies and EMTS providers in obtaining Continuing Medical Education that can both develop professional and personal growth as it relates to the EMTS System There has been increased awareness of the funding programs which is a good thing This pressure may involve other strategies to maintain the viability of the fund. Grant application Seminar fund can probably be reduced or at least examined in the next version of the biennial plan Revisions in the applications to include a descriptor on how the NCRETAC was recognized as a funding source for the project.
