The Northeast Colorado RETAC has a mission to provide a solid infrastructure to accomplish the listed goals. In addition this infrastructure shall provide for standardization and cost effective methods. The NCREAC shall encourage consistent representation from the member counties as described in the bylaws, maintain records, meet state deliverable schedules and provide for the day to day operations of the Northeast Colorado RETAC. Develop a traffic safety/injury prevention coalition for the Northeast Colorado RETAC to help streamline our efforts an offer more regional programs. : Develop a traffic safety/injury prevention coalition for the Northeast Colorado RETAC to help streamline our efforts an offer more regional programs. Currently we are working with the county representatives and RETAC members to develop this coalition. The six counties in Northeast Colorado (Yuma, Washington, Logan, Morgan, Sedgwick, and Phillips) have already formed a regional coalition focused on child passenger safety efforts. The NCRETAC will use them as a guide and example in developing a RETAC coalition. (PROGRESS: 20%)
Increase low-income access to child safety seats and education on how to use them by distributing 300 car seats throughout the Northeast Colorado RETAC. : Increase low-income access to child safety seats and education on how to use them by distributing 300 car seats throughout the Northeast Colorado RETAC. Weld, Morgan, Washington, Yuma, Phillips, Sedgwick, and Logan counties have not used CDOT funds to begin this task as they are depleting current inventory. We are working with Weld County to purchase high weight limit car seats as part of the grant. Educational materials have been purchased and placed in childcare centers in the far northeast Colorado. Fit station development in Northeast Colorado is underway. Technician candidates need to locate a class before fit station can become active. (PROGRESS: 10%)
Increase Child Passenger Safety efforts by providing training to 30 car seat technicians (recertification), 100 Registered Nurses, and 100 members of law enforcement. : Increase Child Passenger Safety efforts by providing training to 30 car seat technicians (recertification), 100 Registered Nurses, and 100 members of law enforcement. Discussion about the need for recertification and certification fees occurred. Union Colony Fire is revising their policies and more progress on this shall take place this spring/summer. 40 Registered nurses have been trained in Northeast Colorado with another training scheduled in August. The Northeast Health Department is scheduling law enforcement training for this summer. (PROGRESS: 30%)

Weld County has educated 500 parents and teens through their “Teaching Your Teen to Drive” program. (PROGRESS: 42%)
Individual Counties are working on specific tasks to help meet the objectives written above.
Weld County : Weld County Weld County reports an increase in seat belt use rate over 2008 data, based on CSP seat belt surveys. October’s seat belt use rate averaged 87% and November’s was 88%. The average for 2009 was an 85% compliance rate over 81% in 2008.
Offering the PARTY Program in tandem with the Parents of Teen Drivers presentation to strengthen and reinforce the message. Additional presentations are being scheduled.
Recruited help for the Tailgate the Safety Way program. Planning for August 28 event is underway.
Partnership established with the AG Program at Greeley West High School in School District 6. Administrator is extremely supportive and it could help double the number of teens impacted in the future.
NE COUNTIES : NE COUNTIES Visited the OB Department at Sterling Regional Medical Center and delivered CPS brochures and local contact information for CPS referrals. During October and November, 39 families were contacted.
Utilized CDOT funding to purchase supplies to place media advertising in five retail stores in Washington and Yuma Counties where car seats are sold.
Buckle-Up for Love program was presented to the Wray and Yuma Head Start programs, reaching 57 children. Additional Buckle Up for Love programs scheduled for next quarter.

Identifying Sheriff’s office staff who might be interested in becoming CPS technicians so they can go to training and start a permanent fit station for Jackson County.
At this time, they do not have staff available/interested. Working with Colorado State Patrol to identify a local supporter.

PVHS Foundation has proved a solid model for funding programs and it appears with the addition of a subcontractor devoted to the CDOT “Regional” grants that the program has great potential.

The total number of students that participated in this years class was 139 students from over 20 different agencies. Some of the comments from the students included:

5.1 Provide technical assistance to the EMTS providers in communications strategies.
In December 2009, the Northeast Colorado RETAC along with 10 other RETAC’s submitted grant applications to the Hospital Preparedness program in for the project area Education and Training (preparedness)
This grant provided up to $10,000 of funding in this area. 5 outreach courses were scheduled along with a “region wide” training on EM Systems, Communications, patient flow etc.. An action report is still being developed, but anecdotal information was very positive. More are scheduled for 2010-2011 NCRETAC Strat_Plan_May_2010
Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems cont. : Progress towards Component 8 Communication Systems & Component 11 - Mass Casualty Systems cont. 5.2 Promote the coordination of training on the DTR systems as well as the statewide computer based programs to include but not be limited to EM systems and HC Standard.
This was also a component of the HPP grant, where family service “talk around” radios were utilized to simulate talk groups, push to talk, finding talk groups etc.
The final training/exercise simulated patient flow and participating agencies were able to utilize talk groups and find gaps in existing communications strategies.

Provide technical resources in the development of and planning for MCI exercises throughout the region.
