A Letter to the United Nations about how not to use NGOs!

We are the largest single NGO/IPO provider of services to UNPFII/SPFII since April of 2010, and yesterday, I received a notice of the decision to decline our registration for the 10th Session of the United Nations Permanent Forum on Indigenous Issues (Exhibit F).  I don’t know who made the decision, but I do know that it was wrong decision and perhaps even illegal.  Therefore I must ask you to reconsider this issue as soon as possible, if not Today.  For your convenience I have assembled some of the most important facts herein. Whoever wrote this message does not seem to understand the NGO activities at the United Nations. In sending us away they referenced ECOSOC Resolutions 1996/31 and 2000/22. Let’s look at these Resolutions: Resolution 2000/22 is the primary document that established the UNPFII/SFPII and it sets out your mission and what you need to do. The word NGO does not even appear in the text and the link to the document is in the footnotes to this document. Everyone should read it and know what the full mission statement is for UNPFII/SPFII. Resolution 1996/31 is one of the first Resolutions that opened the door for NGOs to participate and most of it is about how you as the Secretariat are supposed to support our working with you. Clearly someone does not understand this, so I will try to explain it to you. Why does the United Nations work with the NGOs? What’s in it for you? The NGO at the United Nations: The letters NGO are the initials for “Non Governmental Organization” and the United Nations has always needed to do, much more than what the budget allows. The NGOs are funded from outside of the United Nations and twenty two years ago someone got a brilliant idea to let NGOs do some of the United Nations work. It has been a fantastic success and today the NGOs do about 34% (that is more than one third (1/3)) of all the work the United Nations needs to do. The United Nations Resolution you put on the paper is not what the NGO is supposed to do, its about what you at the UNPFII/SPFII are supposed to do to help us, help you do our own work and your work too. As an example, if our NGO comes to the Conference this year we will be the largest contributor to UNPFII/SPFII with a contribution of about $214,600 (two hundred and fourteen thousand, six hundred USD) (e). I am not an accountant but this was the basic amounts we budgeted in goods and services for the Indigenous and Minority Issues that are our primary focus at the United Nations in New York. We use the United Nations NGO Reports and the UN ten year report too, in our own training program and I will put the link to the Conclusions at the bottom of this message. Now that you know about the NGO we can look at the services we provide and the fine work we do for you. Here is a Overview of our past and present activities at UNPFII/SFPII: Our Communications about this Conference: OFICL was present at the 9th UNPFII (United Nations Permanent Forum on Indigenous Issues)  The Amuta (NGO/IPO) has worked tirelessly throughout the year to on Indigenous Issues many of which were in preparation for the upcoming 10th Annual Conference.  We attempted to register as soon as registration was open and found our “Invitation” was not in our CSO Net message box as we expected.  We responded with E-Mails and Faxes and when that failed, we started calling and found our calls not being returned, even when I asked for a collect return call.  When all of the above failed I sent a Registered package on February 23rd and I followed that with Registered Express Mail to UNPFII/SPFII in March which was signed for at the United Nations on 3/29/2011 by M FIGUEROA. The Indigenous Agenda of the Amuta/NGO/IPO: As you must know from the CSO Net attendance records we attended the 9th Annual Conference in 2010 and were approved for 14 Representatives and actually floored 12 Representatives during the Conference.  I don’t have access to the actual records. but our Secretary was told at the registration desk during the conference, that we had the largest NGO/IPO group from outside North America at the Conference. Education & Training for Indigenous Peoples: As Exhibit “A” attached hereto shows we have already given or are scheduled to give fourteen (14) College or College level classes on issues directly related to Indigenous Issues.  Further as the record reflects these classes have been offered as far back as the last Conference and continued throughout the year.  These are College level Classes, open to the public and free to Indigenous People and Minorities. Free to UNPFII/SPFII staff too! Electronic Communications with UNPFII/SPFII: As Exhibit “B” attached hereto shows we have been in constant communications with INPFII/SPFII throughout the year.  With the following E-Mail Accounts: msnidecor@JusticeNow4Israel.com , IndigenousReport@gmail.com, ProfessorSnidecor@gmail.com, mikhaandmei@hotmail.com. You can see that forty-four (44) E-Mails have been sent to UNPFII/SPFII since the last Conference. Indigenous Program Planning: As Exhibit “C” attached hereto shows we have been planning, arranging and advising UNPFII/SPFII of our plans and programs throughout the year.   Mr. Yao Ngoran, Chief, Civil Society and Outreach Unit received our letter dated February 22, 2011 and the SPFII Chief both received these advisories dated the same day but the SPFII Chief received a more detailed advisory letter. Indigenous Issues Reporting: We were advised at the last Conference that detailed information had been requested from the State “Authorities” as to the plight of the Bedouin Tribes in the Negev.  We were told that the same request had been made for at least five years.  We fully investigated this issue and wrote a sixty two page report dated July 22, 2010 and forwarded copies to the Chief and to the Special Rapporteur by Registered Mails. We also sent the full information to the Elected Officers of the Forum to keep them up to date.  Further, we have also kept the UNPFII/SPFII team advised of our activities and classes with surface mail.  Our Postal Meter indicates that we have sent one hundred and seventeen (117) letters or packages to the U.S. Zip Code 10017, and sixty-three (63) were sent by Registered Mails. We keep our Certified and Registered Mail Receipts. Diplomacy in Action: We were asked to apply Diplomacy to come up with viable solutions to the Bedouin Tribal problems in the Middle East. We have done this and scheduled two Round Table Discussions at this years Conference to move the issue to a successful agreement and closure. Summary: Indigenous Reporting Program, College Level Classes for Indigenous People free to Indigenous People, Reforestation, the Johnny Appleseed Program, Legal Classes, International Law, Indigenous Rights and Bedouin Plans.  Nobody can read this list and the facts without reaching the conclusion that we meet all the requirements for participation.  It is also clear from the record that UNPFII/SPFII was constantly getting advisories and information throughout the year and yet never took the time to tell the NGO/IPO that it was not Indigenous that it would not be participating in the next Conference. These duties are in fact your responsibility and are clearly stated as such on the website “The Secretariat of the Permanent Forum”.. We believe that the rights of the Indigenous People is best served by working with the United Nations as a NGO. This is becoming increasingly difficult when these kinds of Shenanigans are allowed free reign. Many of our supporters and members believe that we should be working with the European Union or other regional alternatives such as NATO. How do we answer these calls when this kind of thing happens?
