Appendix 3 - Message for trial
Dear Colleagues,
On behalf of the UN Country Team Carbon Neutrality Task Force, I am writing to kindly request that you assist us by sharing your thoughts about the Carbon Neutrality process through our Carbon Neutrality and Change Survey available at . As you may already know, since October 2007, the UN Secretary General, Ban Ki Moon has announced to the world our organization’s commitment to walk the walk on the vital issue of climate change. He then stated: “Around the world, nations, cities, organizations and businesses are looking afresh at green options. At the UN, I have instructed that the plan for renovating our NY HQ should follow strict environmental guidelines. I asked the chief executives of all UN programmes, funds and specialized agencies to move swiftly towards Carbon Neutrality”.
This commitment has been gradually strategized in the United Nations Climate Neutrality Initiative. Recently, UN China has been conductinglearning and knowledge sharing activities on climate change and launched an internal operational initiativeknown as the UN Climate Neutral Initiative in China.
The objective is to move the UN China agencies and teams towards achieving Climate Neutrality in our operational activities. On February 9th 2010, the UN Country Team approved an Action Plan where joint activities will be undertaken by the Operations Management Team and the UN Theme Group on Climate Change and Environment.
As a first and very important UNCT-wide activity, the Carbon Neutrality and Change Survey will inform us on thepotential UN China response to the Carbon Neutrality process and will provide recommendations for the development of the UN China Carbon Neutrality Strategy.
Please, do take a few minutes to participate in this survey! We value your honest input immensely and the more colleagues respond the more valid and informative the results will be. In order to ensure both individual and agency anonymity, no respondent login information is required and there are no questions to identify in what agency a respondent works. The questionnaire will be open until xx May 2010.
Thank you in advance for your invaluable and very active contribution!
Warm regards,

Dear friends,
Thanks for having accepted to be part of the Trial Group of the “UN China Carbon Neutrality and Change Survey”.
This trial is a substantial step to improve the effectiveness and the reliability of the items, and, in particular is aimed to make shorter the survey. This will be done partially in automatic, on the basis of the factor analysis applied to your answers, and partially through your direct feedback in the days following the completion of the trial. Taking into account several commitment we are called these days, you have time to fill the questionnaire until Friday May 21st 12h, in order to give me the possibility to work on the analysis of the answers, during the weekend.
Should some of you for any reason abandoning the trial, please to notify it to me in order I can do my best to replace him/her in order to reach the number needed for such an exercise.
The questionnaire is absolutely anonymous, and anonymous are also the single UN agencies everybody of you belong to.
To start the trial please to click on
http://www.zoomerang.com/Survey/WEB22AND8CG7VC.
All the general information on you and the quantitative answers are mandatory. Though the qualitative answers and the open answers are not obligatory to fill the survey, in order to save the time of the respondent, we consider it very substantial to characterize the survey. If, as we expect, the text of much part of items in the final questionnaire will not result highly different from those in the trial, your answers will be added to the outcome of the main submission, avoiding you the repetition of the survey. Best Regards
Andrea on behalf of UN Climate Neutral Initiative in China

Dear UN China colleagueI am writing to kindly request your assistance by sharing frankly your thoughts about the Carbon Neutrality process through our Carbon Neutrality and Change Survey, which is available at http://www.surveygizmo.com/s3/309061/UN-China-Carbon-Neutrality-and-Change-Survey. The initial carbon assessment is comprised of 1) A carbon assessment by each agency; 2) A short commuting survey to calculate approximate commuting emissions; 3) A survey on Organizational Change and Sense-making: and this survey is aimed to this purpose.
The information gathered through these tools will allow us to make an initial carbon assessment and recommendations on change strategies and next steps. In particular this Carbon Neutrality and Change Survey will inform us on the potential UN China response to the Carbon Neutrality process and will provide recommendations for any development of a brand-new UN China Climate Neutrality Strategy. Please, do take a few minutes to participate in this survey! Dear UN colleagues,Thanks for the interest shown to the process of “sensemaking” on Carbon Neutrality. In the last weeks, a Survey received a strong contribution from UN Staff, and 82 people filled the survey (15% of UN China Staff). Therefore we can summarize to have registered a great success and all the agencies and many staff members helped a lot to make the survey working: thanks a lot to all of you for this. The success of this exercise convinced us to go further, and now we are planning to have “sensemaking” interviews (60 Minutes) with you to comment the results of the survey. I’d really appreciate your availability or the one of your deputies or strict collaborators, to contribute to this interesting exploration, that will be conducted starting from next Monday 19th July, by Andrea De Angelis, Senior Climate Change Advisor, UNDP China and Alketa Spahia, Research Support Specialist. The documents attached should make easier the interview and can result helpful to seize the big endeavors that was behind the Survey. I am sincerely confident you will appreciate it.Looking forward to receiving your kind feedback, we are going to contact you during the week to secure an appointment with our experts.Best Silvia

Please write a few words to explain how Carbon Neutrality Strategy matches or does not match the UN China priorities
ID Response Data
5 I feel China is making serious efforts to achieve significant reductions in carbon emissions
13 It complies with the MDG
16 it is the problem China is facing
19 climate change set as one of the priorities in the next five year plan
25 Too much travel
27 Protecting the environment is a huge priority for UN China, so the strategy shows that UN China's people are aligned with its goals in their everyday actions.
28 UN China priority on low carbon
32 Aligned programme towards carbon neutrality and green office processes
34 Climate Change is one of three outcomes in the new UNDAF
40 It coheres with China's goal of more environmentally friendly development
42 The UN in China's mission is to support the Chinese government in achieving and more equitable and sustainable development and as such objective's core idea is a low-carbon society, the UN contributing to such idea starting from
its own courtyard is certainly in line with its priorities in China. A UN (China) leading by example not only reaches the goal of actually reducing the organization's imapct on the Chinese environment but is also is an extremely
powerful message of encouragement for the Chinese government to follow the same path
43 It's clear that UN China is committed to reducing carbon emissions in China.
45 focus on protection of environment, rational use of limited resources, find alternatives, polluition reduction
59 Carbon Neutrality Strategy should match all organisational priorities, especially the UN and in China where energy issues are a high priority.
63 It matches priorities for sustainability
64 Carbon neutrality contributes to adapting climage change, which is one of the UN China priorities.
66 as the development goal
69 Examples must be set by those preach the need to reach a low-carbon future
70 Environment is an important issue globally.
72 In my office, the green office idea is conducted well.
73 Carbon Neutrality Strategey matches the UN China priorities because China's mode of development matches the strategy.
90 Starting from saving papers to purchase carbon credit for certain events, UN China has prioritize the staff awareness and project implementation to be as green as possible.
92 I think it should be UN China strategy, however only when all offices have put it as the priority and come up with an action plan, we can say we put it a pririty
93 UN China takes the leading role in the process of Carbon Neutrality Strategy, setting example for others
94 Carbon emission is the national priority, and UN China should take the lead.
97 When national governments hesitate to commit to lower carbon consumption, the UN should take a leading role in managing and implementing the strategy.
100 Lack of the practical actions for each agency
102 China is a polluter and yet still a developing countries. The development path should be different from the developed countries to make it sustainable.
104 respond to climate change is one focus of the UNDAF
111 Each organization, including un China has the obligation to neutralize the carbon emission. the fundemental solution we can mitigate the impact of C.C. is to change the way of conventional energy consumption.
114 Chinese government is taking much effort to address this issue.
116 Good for achieving UN Millennium Development Goals
120 Climate change mitigation is a key part of UNDAF and CPD. UN China needs to lead by example.
124 Some low-carbon initiatives
There are legitimate reasons for us NOT to initiate a Carbon Neutrality process
Please list briefly a few of the reasons behind your answer
ID Response Data
5 It is in everyone's best interest to be carbon neutral or at least to try to achieve it. "If we all do a little, we can do a lot."
13 The Carbon Neutrality inititiave is necesssary for all organizations, not only UN.
27 UN China does all sorts of important work. If this work is disrupted by the process to any large extent than the costs may not be justifiable.
28 Chinese government strongly support carbon neutrality
32 Both National and UNDP policies are in favor of carbon neutrality
40 There is a clear need for this process
42 It is time to show in practice that positive change is possible and that the UN as leading international organization is strongly committed to it. No reason, not even budget considerations, is more important than reducing carbon emissions at the greatest extent in this time in history. Presenting concrete results in this sense at the next Conference on Climate Change is a meaningful contribution to the negotiations and gains increases the UN's credibility
43 It's clear that the UN must set a good example if we expect Chinese institutions to follow.
45 pollution is such a burden
63 Climate change is upon us and we must act today to halt its progress
66 is there any UN global policy referred
69 The are no reasons why not try - however there are realities which will be difficult to overcome in terms of the UN's energy usage profile in China
72 The carbon neutrality process is benefit for us on a long view, no matter if it can affect climate change.
73 Chinese Policy makers will not practice a low carbon strategy right now in cost of GDP slowdown.
93 Environment is very important for all the people in the world and no one should be excluded. And environment
protection should be everyone's responsibility.
94 There is no such reason.
98 The UN should always try to improve and set examples no matter where we are
102 it is a must.
104 i am not aware of any.
111 i donot see any legitimate prohibiting this process. perhaps my knowledge is limited.
114 Common sense
120 There can be no moral justification for not acting
124 No major barriers
125 many organizations look up to UN for the efforts

My perception is that UN China will NOT benefit from going Carbon Neutral
Please list a few reasons why UN China will or will not benefit from Carbon Neutrality
ID Response Data
5 For the same reason as above
13 Everyone and every organization will benefit from going carbon neutral.
16 UN China will get more financial support
27 It would set a good example certainly, but it would have to be matched with an extremely strong marketing campaign to be worth the forgone opportunity costs.
28 there will be off-set
32 Carbon neutral contribute to a better world and contribute a better office working environment and better office
operational enviroument
40 The change will be costly in resources
42 Every organization in the long-term benefits from carbon neutrality (some changes may be expensive at the beginning
but will pay off in gained energy efficiency and a more reasonable use of resources), not to mention the
responsibility as an organization towards the environment
43 We will benefit from learning about how to reduce emissions, cost savings from emissions reductions, and setting a
good example.
45 must be leader, give exemple
53 It can only improve the working environment, and environmental sustainability
63 It is in line with the best-practice image of the UN to set a good example by becoming carbon neutral.
66 admin cost is too high
72 as above.
73 UN China will benefit from Carbon Neutrality because it follows China's development process in the near future.
92 It is worth to try and see what a carbon neutral UN China looks like and this may set a model for China
93 UN China will benefit from the Carbon Neutrality because we both live in the world and will share the benefits and
also suffer from the mistakes together.
94 UN China will benefit for own operation managment, and experience will be shared.
97 UN China, if taking the Carbon neutral strategy, can form good relationship with Chinese government to curb carbon
consumption and therefore boost UN China's influence as a leader on this issue.
98 It's moving forward
100 no specified tasks/actions require UN agencies in China to be motiviated
102 I ti UN who can moblize support for this undertaking and should play a central role.
104 UN will benefit at least by branding itself as a leading organization in climate change
111 save cost; contribute to the c.c.
114 will benefit
120 UN China will have a sense of collective achievement and receive positive coverage, encouraging our partners to
follow, thus contributing to programme objectives
123 The UN should set the right example
124 Set a good example/model
125 be a leader; lead by example

Please write the reasons why it does NOT make much sense for the UN to enter into the Carbon
Neutrality process
ID Response Data
60 I don’t understand the subject.
64 UN will need more funds, staff and recorces to complete and maintain the process
