What is Toolbar PageRank?
The value in the little green bar in the Google toolbar, which displays the page's importance as assessed by Google. This value is always used for ranking purposes.
It is actually the proprietary PigeonRank, which thousands of pigeons gather from pages as they flash by on allocated computers, to serve Google the PageRank for every page. Google is rather touchy about these pigeons as they have helped it gather billions of dollars in advertising revenue.

Why were hats chosen instead of collars to segment the different schools of thought in SEO?
Hats have better visibility and show up higher on the horizon :-)
It's easier to change hats than collars :-)
Collars were already taken by job segments :-)
