In the 1920s, many people assumed that Europe and the world were about to enter a new era of international peace, economic growth, and political democracy. These hopes were not realized, however.

Most people wanted peace but were unsure how to maintain it. Plans for economic revival gave way to inflation and then to the Great Depression. Making matters worse, economic hard times gave rise to dictatorial regimes across much of Europe. The world was filled with uncertainty.
